Promise and Challenge ties the principles of equitable development to smart growth.
Commissioned by the Greater Boston Action Committee (GBAC), the report prioritizes policy opportunities in the region. It includes strategies to improve current policies and advocates new directions, such as the application of equity criteria to all publicly subsidized development.
"Equitable development is about who receives the benefits and burdens of development as well as where development happens," says GBAC member Penn Loh. "Too often, smart growth focuses only on the where."
